Try making a natural-looking filler for your Easter baskets by ripping paper grocery bags into strips and curling them with scissors; the finished product resembles wood shavings.
A shredded and curled paper grocery bag creates a different kind of Easter basket filler.
To create this look, I tore the bag into thin strips and pulled them into curls with scissors (as you would curl a ribbon).
I love small details like this.
You could also do this with construction paper.
